What’s new: The UN’s International Civil Aviation Organization (ICAO) scolds Russia over jamming and spoofing… again.

Why it’s important: On-going international censure keeps the issue in front of policy makers and some pressure on Russia, Though this kind of pressure had not been enough to influence their behavior.

What else to know: 

  • As noted in the article, ICAO operates by consensus and has no real enforcement power. It is up to individual member states to take actions as they see fit.
  • Responding to Russia’s interference with GNSS, we understand Finland and Sweden are beefing up their fiber timing networks, and the EU is contemplating a fiber timing network on the continent. Also the UK is reinforcing its clock and fiber timing network and building an eLoran PNT network for the British Isles and surrounding waters. France is joining with the UK in the eLoran project, though the scope of their project is not yest clear.
  • The article does mention that Russia was not re-elected to its seat on the ICAO governing body because members were unhappy over its interference with GNSS.

MONTREAL, Oct 3 (Reuters) – The U.N. aviation agency’s assembly concluded on Friday with delegates agreeing to condemn Russia for disturbances to critical satellite navigation systems that they say violate international rules.
Estonia and neighbour Finland have blamed Russia for jamming GPS navigation devices in the region’s airspace, charges that Moscow has denied.
The region experienced two recent high-profile, instances of GPS disturbances, including one involving a Spanish military jet with the country’s defense minister onboard.
